RECENT PUBLICATIONS "Sustainable Non-Governmental Organizations for the Twenty-first Century" presented at the Third World Congress of Environmental Management in Palampur, India, June 2001 "Leveraging Federal Weatherization Assistance Programs with Utility Demand Side Management Dollars" co-authored with Geoff Crandall and presented at the 1994 National Association of Regulatory Utility Commissioners' National Regulatory Research Institute's 9th Biennial Conference. The paper addresses programmatic leveraging opportunities under the 1992 National Energy Policy Act, utility competition, and other relevent issues from a low income household perspective. "Plugging People Into Power" co-authored with staff and members of the Northwest Conservation Act Coalition. A compehensive regionwide energy consumer manual. "Principles Regarding Low-Income Households in an Electric Utility Restructuring Environment" co-authored with Nancy Brockway for the National Consumer Law Center, funded by the Energy Foundation.
